However, in the latter half of the 20th century -- and now into the 21st century -- a profound change has occurred.  Nearly every privilege enjoyed by places of worship and by our religious leaders under federal, state, and local law has been challenged in our courts (usually under the First Amendment's nonestablishment of religion clause).  Over time, many of these challenges have been successful and today our religious organizations and their leaders find themselves subject to many laws and regulations that did not previously apply to them. Predictably, there is confusion and uncertainty surrounding the application of many of the rules and regulations that our government imposes.
